The Lesson 10 worksheet may seem to lack instruction, but it’s intended to be like a menu for the policy you will develop for your nonmarket strategy. Before each subsection, you would ask, will my policy need to include the following aspects? It's meant for you to pick and choose through a variety of policy options. This is where other RESS courses, such as the Advanced Energy Policy course and the Ethical Dimension of RESS course, really help things along here.
Lesson 10 is meant as a list of policy options, not something your policy must cover, but something your policy could cover. If you have any problem figuring out whether the sub points are appropriate for your policy, send me a note with your question, and I'll get back to you as soon as possible.
