The availability, capability, and cost of labor vary from one location to another. For the most part, differences in work-force availability are the result of imperfect mobility. Sometimes, government restrictions impair worker mobility. In other cases, people do not want to move for cultural or social reasons. Therefore, industries are usually attracted to places in which a qualified labor-pool exists.
