The analysis has lead us to the mostly likely hypothesis that the attacks were carried out by a terrorist with only a thin line between Domestic or Foreign. The milestones that would lead us to one or the other would be:
- An indication of motive - If the terrorist makes a list of demands that would indicate whether his goals are foreign based or domestic would be a solid indication of motive.
- An idealist alignment - If some sort of clue was left that showed the terrorist's beliefs, it would be much easier to pin point the terrorist's origins.
